Program Description and Requirements

Offers are accepted and processed during fixed signup periods. The signup periods are announced by FSA. All eligible (cropland) offers are ranked using a national ranking process.

If accepted, contracts are developed for a minimum of 10 and not more than 15 years. Payments are based on a per-acre soil rental rate. Cost share assistance is available to establish the conservation cover of tree or herbaceous vegetation. The per-acre rental rate may not exceed the Commodity Credit Corporation's maximum payment amount, but producers may elect to receive an amount less than the maximum payment rate which can increase the ranking score.

To be eligible for consideration, the following criteria must be met: 1) Cropland that was planted or considered planted in an agricultural commodity two of the five most recent crop years; and 2) Cropland classified as “highly erodible” by NRCS or cropland within the Chesapeake Bay priority area.

Eligible practices include planting these areas to trees and/or herbaceous vegetation. Application evaluation points can be increased if certain tree species, spacing, and seeding mixtures that maximize wildlife habitats are selected.

Land must have been owned or operated by the applicant for at least 12 months prior to the close of the signup period.
