Localities must submit the following two (2) forms to the Office of Working Lands Preservation by October 30, 2025, to affirm the validity of their programs:

• Form 10.9 Application for Certification of Local Purchase of Development Rights (PDR) Program
• Form 10.10 Certification of Local Purchase of Development Rights (PDR) Program Matching Funds

A thorough review of all application materials, including the locality’s deed template, will be conducted in conjunction with the Office of the Attorney General. Awards have a target announcement date of December 1, 2025.

Localities awarded funding have two (2) years from the execution of the intergovernmental agreement (IGA) to submit eligible projects for reimbursement. A progress report is due to OWL one year from the execution of the IGA.

Claims for reimbursement may be made following recordation of the easement. Localities should review their IGA for details regarding submission requirements.
